The Sun Valley Club utility services will be supplied either internally or by third party licensed providers:

  • Electric Service: The basic electrical service will be supplied and managed by OnCore. Sun Valley Club will contract for a cheaper commercial rates and Sun Valley Club will sub-meter the electrical services to pass on the cheaper rate savings to the residents. 
  • Water Service: Sun Valley Club is in the Waxahachie ETJ and CNN. After a meeting with the Waxahachie city engineers and planning/zoning coordinator, the city officials stated the city did not have the capacity to supply water and waste management services to the site, even if they annexed the property into the city.  Annexation will increase property taxes and impose zoning regulations.  Therefore, Sun Valley Club will opt out of the Waxahachie ETJ and CNN and purchase water services from the Sardis Water Utility company. which has a water service pipe line within 500 feet of the property.  Another option is for Sun Valley Club to drill its own well.  
  • Sanitary Waste Management: Sun Valley Club will install its own waste management systems.
  • Trash Management: On-site trash pick up service will be managed by on-site personnel and Republic Waste Management will manage waste receptacle exchanges on an as-needed basis.
  • Internet & Wifi Services: Sun Valley Club will internally provide Wi-fi services to the residents at a minimal cost. The service will include wireless Wi-fi and other VOIP services.

The following report is the current status of the project. Sun Valley Club, LLC purchased the land consisting of a contigous 41.822 acres of land on May 19, 2023. Since, the date of acquisition the managing members have completed the following tasks.

  • Site Acquisition: The land was purchased on May 19, 2023 in the name of Sun Valley Club, LLC, the current title holder, without any liens, encumbrances, easements, ROW or other items that would present a defect.
  • The managing members immediately began site clean up by removing all trash and debris on the property, old abandoned vehicles, an old vintage home and miscellaneous farm tools and implements.
  • The managing members engaged an Texas Registered Engineering firm to conduct a hydrology study and to address certain areas of the tract under FEMA A-E zone. The engineering firm must file with FEMA an LOMR to reclaim more than 25 acres from the A-E zone.
  • The engineering firm was engaged to provide the site plan based upon the concept planning of the property.
  • The site plan has been presented to Ellis County Department of Development and no requirement were given to alter the existing improvement plans.
  • Sun Valley Club is in the process of raising funds for Phase I of the development.

Ellis county (Ellis) is located in the North Central Texas area bordered by Dallas, Johnson, Navarro, Kaufman, Hill and Tarrant counties. The population of Ellis, like a number of other Texas counties, has increased over the past four to eight years from 149,610 to 222,829, with continued growth expected. Most of the increase is directly associated with warehouse distribution, manufacturing, construction, industrial growth and retail.

The population growth within the City of Waxahachie has increased from 29,621 to 47,201, an increase of 17,580, according to the census report of 2010-2023. There has been a modest population increase; however, a growth surge is underway due to increased employment in distribution centers, manufacturing and retail located nearby. The number of retirees in Waxahachie is approximately 6089 or 12.9% of the population.

Retirement Age Population

The retirement community in Ellis County and the city of Waxahachie reflects a viable market for affordable housing, especially for the aging population seeking an alternative life style to accommodate a fixed retirement budget. The current affordable housing market leaves very few options for the retirement community. The planned Sun Valley Club development will provide an alternative solution with RV short and long term rental lots and mini home purchase and rental lots, along with additional services for the residents. The project is a 42 (+-0 acre tract of land being developed specifically for the retirement community. 

 

 

Concept Plan & Site Plan 

When planning a development, the project engineers perform a due diligence investigation on the property using all sources of information to determine site utilization.  Items included in the review are water drainage, delivery of potable water, waste management system, and whether the land is within a FEMA designated flood plain. The concept plan has been generated by the developer, Robert Farris, to serve as the guiding document for the engineers.

Site Plan

The site plan contains all of the planned improvements, features and amenities that are illustrated on the concept plan. The short term RV pads face East FM 875, the long term RV pads are located primarily along Waxahachie Creek, and the cottage home lots are located on the southwestern portion of the tract.

The Sun Valley project will be developed into 3 phases; Phase I will include 46 short and 53 long term RV rental pads, Phase II will include developing additional 101 long term RV rental pad and the remaining 77 lots are designated as Cottage home lots, purchased under a deed of trust or available as investment property.
